An important element in the doctrine of smart growth with regard to the regulation of suburban development is the belief that land use regulations should prohibit low density, unconnected residential development and facilitate compact development. Inevitably, the word “sprawl” is used as a pejorative in the description of smart growth by its advocates.
The debate will start off by with a smart growth speaker, followed by “cross examination” by one of the anti-smart growth speakers. Next, the first “anti-smart growth” speaker will give his constructive talk, followed with a cross examination by the first pro-smart growth speaker, and so on.
